There are localized editions of Windows 10  N and KN for European and Korean market. These editions include all the base features of the Windows 10  but without Windows Media Player and related technologies pre-installed. This is due to anti-monopoly regulations.

Recorder requires some audio libraries installed by default with Windows 10, but not with K and KN editions.
You may need to install Windows Media Player pack manually from Microsoft website if it wasn't installed before.
